Daniel's exceptional and diverse background in law enforcement combined with his formal education as an instructional systems designer provide him with a comprehensive understanding of public safety, law enforcement, and governmental certification requirements. Daniel has been retained as an expert witness for Police Practices and Procedures and Police Use of Force. His expertise has been utilized for litigation involving the Bernalillo County Sheriff's Department (BCSO), the Chaves County Sheriff's Office (CCSO), the Los Lunas Police Department (LLPD), the Torrance County Sheriff's Office (TCSO) and the Valencia County Sheriff's Office (VCSO).
With this unique skill set and an evaluation process based on strict rules and guidelines of systematic training methodologies, he is able to ensure you are identifying the correct policies, procedures, certifications and curriculum during the discovery process. Daniel has a bachelor’s degree in Occupational Education and a master’s degree in Education, specializing in Instructional Leadership.
Daniel has evaluated programs throughout the U.S. He also has more than 20 years’ experience testifying in both administrative and criminal procedures. He has been featured on the History Channel for his service as a police sniper and was recognized for his contributions to police training and management in the book Celebrating Over 50 Years of Professional Police Training. Daniel is a member of the Association for Talent Development (ATD), the National Tactical Officers Association (NTOA), the International Law Enforcement Trainers Association (ALEETA), the Fraternal Order of Police (FOP), and the Retired Public Employees of New Mexico (RPENM).
